As it turns out, it seems the Wii has a maintenance mode.
Maintenance mode has disabled Message board and Wii connect 24.
It is no use to the public yet, but homebrew will prevail and find a way.
Here's how to enter maintenance mode.
At the press A screen, hold down + and -, then press the a button.
